These people on the panel have no business whatsoever being there trying to advise us on policy when they don't know the subject. I've no doubt that they think we emit ALL the CO2 - they would have to - in order for it to have that large of an effect on climate (if it has any at all - since climate is determined by location on the planet relative to the sun - i.e., latitude, altitude, and nearby large bodies of water. Climate is not determined by CO2.
